Under this ruling, the Mostazafan Foundation was founded in late 1979 under the auspices of Ayatollah Khomeini elected by Ali Khamenei, Akbar Hashemi Rafsanjani, Mohammad Beheshti, Abdolkarim Mousavi Ardebili, Ahmad Jalali, Ali Asghar Masoudi and Ezatollah Sahabi.
The foundation was registered in 1979 as a nonprofit organization, and was elected as the first chairman of the Islamic Revolutionary Party of Iran.

Mr. Rafiq Doost had been in charge until 1378, and during his tenure, extensive economic activities at the Mostazafan Foundation, made him one of the richest economic institutions in the Middle East. He is now a member of the Foundation’s Board of Trustees.
“The Foundation is the largest economic institution in Iran and the Middle East, and in terms of diversity it may even be said to be the largest in the whole world,” he said in a 1997 briefing about the Foundation.
Mr. Rafiq Doost, during the ten years that he headed the foundation, was thoroughly criticized as to how the business was operating.
Last year, the Ministry of Oil signed a memorandum of understanding with the Mostazafan foundation, according to which the Mostazafan Foundation entered the oil trade.

The Mostazafan Foundation is a public institution in which the government and even the parliament do not have the right to interfere in its affairs, and such institutions as the Imam Khomeini Relief Committee and the Martyr Foundation are under the control of the Supreme Leader of Iran.
