Eleven years ago, the Iran regime’s supreme leader Ali Khamenei decided to create an organization for the progression of the country, while he and the regime’s officials increased their insatiable desire for corruption and plunder.
And handed over the headship of this organization to his cousin Sadegh Vaez Zadeh. This organization was finally called, “Center for The Islamic-Iranian Model of Progress (olgou.ir).
The duty of this organization was to create a model for the advancement of the country. But no one asked Khamenei what the previous initiatives—such as Twenty-year Outlook Plan—had achieved to warrant the need for a new organization.
Finally, after seven years of work in 2018, this organization delivered the initial document of the Islamic-Iranian model of progress to Khamenei and in response, Khamenei said that the country must become one of the five developed countries of the world in the production of thought, science, and technology until 2065. And must become one of the top 10 world economies and poverty, corruption, and inequality must be rooted out.
After these hollow compliments, Khamenei ordered another two years of the revision of the program, to become operational in 2021 and be the pattern for the country’s administration.
In 2003 Khamenei delivered the 20-year Outlook Plan to the regime officials but there is no new report about its fate. The same holds true for the eight-clause plan of 2021 about the uprooting of poverty, corruption, and discrimination.
According to the website of the Center for The Islamic-Iranian Model of Progress, this organization created a 50,000-page document which was named the Model of Progress, with the help of the regime’s researchers and experts.
After the unveiling of that strategic document, many of the regime’s experts and officials cast doubt on the value of the document.
For example, the document says what will happen in the country in the next 50 years in structures and institutions, while the regime cannot even predict what will happen tomorrow.
The state-run daily Shargh criticized the document and wrote on July 19, 2021, “This document does not pay much attention to the ‘historical imbroglio’ we are in now and to the ‘serious’ or ‘critical’ conditions of our time. The fact is that internal and external problems and issues have entangled our everyday life, and in these circumstances, the horizon of the next few decades cannot be well seen. Indeed, is it possible to offer 56 measures for all economic, political, cultural, and social fields until 2065?!”
The fact is that the regime has implemented six five-year plans for the administration of the country. But every time someone speaks about the result of these plans, terrible events and actions are revealed.
The State-run website Tejarat on June 29, 2021, wrote: “Every year when budget cuts are announced, we notice neglect of budget items and deviations from the budget, a problem that plagues development plans and even the outlook document.”
Finally, on the eve of the 43rd anniversary of the anti-monarchical revolution of 1979, Vaez Zadeh delivered the document of the program of the Center for The Islamic-Iranian Model of Progress to Khamenei.
The state-run daily Etemad wrote on February 5, 2022, “Vaez Zadeh, head of the Islamic-Iranian Model of Progress Center, noted that more than 100,000 pages of written text are ready to be used as backup documents.”
To have a clear idea about the fate of this institution and its 50,000-page document, we should have looked at some of the famous documents, like the ‘Industrial development strategy’ which are gathering dust in an archive somewhere.
Quoted by the state-run daily Tejarat on February 5, 2022, Vahid Shaghaghi, an economist, said: “Note that to date five industrial development strategies have been drafted. Unfortunately, there is a weakness in the executive system of the country, and that is the continuous preparation of an industrial development strategy. We write and archive strategies regularly! Every government that comes, rewrites an industrial development strategy.”
And the only thing that has become routine in this regime is the blame game. Previously the regime’s president Ebrahim Raisi chastised the officials of the previous governments and held them responsible for the current situation of the country.
And on February 3, 2022, the state-run daily Eghtesad News responded,
“That the President has said that those who have created the current situation should not continue to work, let’s see who the factors are. According to the statements of the President during his tenure in the Judiciary and the descriptions of the current Judiciary Chief, this branch is not functioning properly. Who is to blame for this, and are the previous Judiciary Chiefs or other people to blame?”
But the reality is that no one is blaming himself for the situation of the country, which is grappling with unemployment, high prices, poverty, pervasive corruption, managerial inefficiency, foreign policy failures, environmental crisis, and various social ills.
